EUDR: DDS reference numbers in the Tarmeko supply chain

The EU Deforestation Regulation (EUDR) sets requirements for the origin of wood and wood-based products. Customers often ask whether every delivery must be accompanied by a due diligence statement (DDS) reference number.

EUDR does not require DDS reference numbers to be passed on through every stage of the supply chain.

When Tarmeko companies manufacture EUDR-covered products from wood or wood-based materials that have already been placed on the EU market and undergone upstream due diligence, they act as downstream operators.

The upstream operator placing the wood or wood-based material on the EU market for the first time is responsible for carrying out due diligence and submitting the required declaration. The first downstream operator or trader must retain the DDS reference numbers or simplified declaration identifiers received from that supplier for at least five years, but is not required to pass them on to customers.

For products supplied in this downstream role, Tarmeko companies are not required to submit a new DDS or pass suppliers’ reference numbers on to customers. They remain responsible for collecting and retaining the required supplier and customer information and acting on information indicating possible non-compliance.

Not receiving a DDS reference number from a Tarmeko company acting as a downstream operator does not mean that anything is missing from the EUDR compliance process.
